1. Introduction

These Terms and Conditions ("Terms", "Agreement") constitute a legally binding agreement between you ("Player", "User", "you") and Moncity9 ("the Platform", "we", "us", "our"), governing your access to and use of the Moncity9 online casino and sports betting platform, accessible at moncity9.cam and any associated subdomains, mobile applications, and related services (collectively, the "Services").

Moncity9 operates under international online gaming licensing. The Platform does not hold, and does not claim to hold, any gambling licence issued by the Malaysian government, as no such regulatory framework currently exists for online casino operators in Malaysia. By registering and using the Services, you acknowledge and accept this regulatory context.

These Terms should be read alongside the Privacy Policy and the Responsible Gambling Policy, both of which are incorporated herein by reference and form part of the overall agreement between you and Moncity9.

2. Definitions

For the purposes of these Terms, the following definitions shall apply:

• "Account" means the individual player account registered on the Moncity9 platform by a User.
• "Balance" means the total funds held in a User's Account at any given time, comprising real-money funds and any applicable bonus funds.
• "Bonus Funds" means promotional credits, free spins equivalents, or any form of non-cashable promotional value credited to a User's Account subject to wagering requirements.
• "KYC" (Know Your Customer) means the identity verification process required under our compliance obligations, including submission of government-issued identification documents.
• "MYR" means Malaysian Ringgit, the primary transactional currency on the Moncity9 platform.
• "Platform" refers collectively to the website at moncity9.cam, its subdomains, APIs, and any associated digital services provided by Moncity9.
• "Real Money Funds" means deposited funds held in a User's Account that are fully withdrawable subject to completed KYC and any applicable wagering completion.
• "Wagering Requirement" means the number of times a bonus amount must be turned over in qualifying wagers before the resulting winnings become eligible for withdrawal.
• "Jurisdiction" means the country, state, or territory from which a User accesses the Platform.

3. Account Eligibility

To register and maintain an active account on Moncity9, you must satisfy all of the following eligibility requirements at all times:

• You must be at least 21 years of age. Moncity9 strictly enforces a minimum age of 21 in accordance with international gaming licensing standards applicable to casino-style gambling activities.
• You must be a natural person acting in your individual capacity. Corporate entities, trusts, and organisations may not register accounts.

4. Account Registration

4.1 One Account per Player

Each player may hold only one registered account on the Moncity9 platform. The operation of multiple accounts — whether under the same identity, different identities, different email addresses, or different payment methods — is strictly prohibited and constitutes grounds for immediate suspension of all associated accounts and forfeiture of all balances therein.

4.2 Accurate Information

You are required to provide accurate, current, and complete information during the registration process, including your legal name, date of birth, residential address, and valid contact details. You must promptly update any such information if it changes. Moncity9 reserves the right to request supporting documentation to verify any information provided.

4.3 Account Security

You are solely responsible for maintaining the confidentiality of your account credentials, including your username and password. You must not share your account access with any third party. Any activity carried out through your account will be deemed to have been conducted by you. If you suspect that your account has been accessed without authorisation, you must notify Moncity9 support immediately via live chat.

4.4 Know Your Customer (KYC) Verification

All players are required to complete a KYC verification process prior to processing their first withdrawal. KYC documentation may include, but is not limited to, a government-issued photo identification document (MyKad, passport, or driving licence), proof of residential address (utility bill or bank statement not more than three months old), and proof of payment method ownership where applicable. Failure to satisfactorily complete KYC will result in withdrawal requests being placed on hold until verification is completed.

5. Terms of Use

By using the Moncity9 platform, you agree to use the Services only for lawful personal entertainment purposes and in accordance with these Terms. You acknowledge that:

6. Deposits & Withdrawals

6.1 Accepted Payment Methods

Moncity9 currently supports the following deposit and withdrawal methods for Malaysian players: Touch 'n Go eWallet, Boost eWallet, GrabPay, DuitNow instant transfer, FPX (Financial Process Exchange) online banking via Maybank, CIMB, Public Bank, RHB, and Hong Leong Bank, direct bank transfer, and USDT cryptocurrency (TRC20 and ERC20 networks). All transactional currencies are processed in MYR unless explicitly stated otherwise.

6.2 Deposit Limits

Minimum deposit amounts vary by payment method: RM30 for e-wallet methods (Touch 'n Go eWallet, Boost, GrabPay) and RM50 for FPX bank transfers. No maximum deposit limit is applied by default; players requiring higher deposit limits should contact customer support.

6.3 Withdrawal Processing

Withdrawal requests are processed in the order received. Indicative processing timelines are as follows: e-wallet withdrawals (Touch 'n Go eWallet, Boost, GrabPay) typically within 5 minutes; DuitNow and FPX transfers typically within 5 to 15 minutes; bank wire transfers within 15 to 60 minutes. These timelines are indicative and may be affected by bank processing times, public holidays, or additional verification requirements. 6.4 Withdrawal Conditions

Withdrawals are subject to the following conditions:

• KYC verification must be fully completed before any withdrawal request is processed.
• Wagering requirements attached to any bonus funds must be met before bonus-linked winnings are eligible for withdrawal.
• Withdrawal requests must be made to a payment method registered in the same name as the Moncity9 account holder.
• Moncity9 reserves the right to request additional verification documentation before processing any withdrawal.
• Withdrawals to third-party accounts or payment methods not registered to the account holder are not permitted.

6.5 Currency

The primary operating currency of the Moncity9 platform is Malaysian Ringgit (MYR). Where deposits are made in alternative currencies (including cryptocurrency), conversion to MYR will be applied at the prevailing exchange rate at the time of the transaction. Moncity9 does not charge currency conversion fees on its end; however, third-party payment providers may apply their own conversion charges.

7. Bonuses & Promotions

7.1 General Bonus Terms

All bonuses and promotions offered by Moncity9 are subject to specific terms and conditions published alongside each promotion. In the event of any conflict between promotion-specific terms and these general Terms, the promotion-specific terms shall prevail for the duration of that promotion.

7.2 Wagering Requirements

Bonus funds are subject to wagering requirements that must be completed before any associated winnings may be withdrawn. Unless otherwise stated in the promotion-specific terms: slot game bonuses carry a wagering requirement of 25x to 35x the bonus amount; sports betting bonuses require a turnover of 5x to 10x on qualifying bets at minimum odds of 1.80. The applicable wagering requirement will always be displayed clearly in the promotion terms.

7.3 Bonus Eligibility

Bonuses are available to eligible registered players only. Moncity9 reserves the right to restrict bonus eligibility at its discretion, including but not limited to players who have previously abused promotional terms, players from certain jurisdictions, or players in specific VIP tiers where alternative rewards apply. Each bonus may only be claimed once per player, household, IP address, and payment method unless explicitly stated otherwise.

7.4 Bonus Abuse

Any player found to be exploiting bonuses, engaging in bonus abuse strategies (including but not limited to low-risk wagering patterns designed to clear wagering requirements while preserving bonus funds), or otherwise circumventing the spirit of promotional terms will have their bonus cancelled, associated winnings forfeited, and may have their account suspended.

8. Betting & Gaming Rules

8.1 Game Outcomes

All casino game outcomes on the Moncity9 platform are determined by independently tested Random Number Generator (RNG) software. The published Return-to-Player (RTP) rates for each game title are accurate and reflect the theoretical long-term statistical return. Moncity9 does not alter, manipulate, or interfere with game outcomes.

8.2 Sports Betting

Sports betting markets on Moncity9 cover a range of international and local competitions including the English Premier League (EPL), Liga Super Malaysia, UEFA Champions League, UFC, and others. Bets once confirmed are binding. Moncity9 reserves the right to void bets placed in error, at incorrectly published odds, or on events where a technical or data error is evident. In such cases, staked amounts will be returned to the player's account.

8.3 Minimum and Maximum Bets

Minimum and maximum bet limits vary by game type, table, and market. These limits are displayed within each game or market interface. Moncity9 reserves the right to set individual player bet limits at its discretion, including on a per-game, per-market, or per-player basis.

8.4 Malfunction Policy

In the event of a game malfunction, disconnection, or technical failure, Moncity9 will use its best efforts to resolve the issue and restore the game to its last valid state. Where this is not possible, affected bets will be returned to the player's account. Moncity9 shall not be liable for any loss caused by technical failures beyond its reasonable control.

9. Responsible Gambling

10. Prohibited Conduct

11. Intellectual Property

All content on the Moncity9 platform — including but not limited to text, graphics, logos, button icons, images, audio clips, game software, and the compilation thereof — is the property of Moncity9 or its licensed game studio partners and is protected by applicable copyright, trademark, and other intellectual property laws.

You are granted a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform for your personal, non-commercial entertainment purposes. You may not reproduce, distribute, modify, publicly display, reverse engineer, or create derivative works from any content on the Platform without express written permission from Moncity9.

12. Limitation of Liability

To the maximum extent permitted by applicable law, Moncity9 and its officers, directors, employees, partners, and service providers shall not be liable for any indirect, incidental, consequential, special, or punitive damages arising out of or in connection with your use of the Platform or these Terms.

Moncity9's total aggregate liability to any player in connection with any claim arising under or in relation to these Terms shall not exceed the total deposits made by that player in the thirty (30) days immediately preceding the event giving rise to the claim.

Moncity9 does not warrant that the Platform will be available without interruption, free from technical errors, or secure from all potential vulnerabilities. While we take all reasonable steps to maintain Platform availability and security, we cannot guarantee uninterrupted access.

13. Account Suspension & Termination

13.1 Termination by Moncity9

Moncity9 reserves the right to suspend, restrict, or permanently close any player account at any time, with or without prior notice, where it has reasonable grounds to believe that:

• The player has breached any provision of these Terms.
• The account is being used for fraudulent, illegal, or abusive purposes.
• The player has provided false information during registration or KYC.
• Continued operation of the account poses a financial, legal, or reputational risk to the Platform.
• The player is subject to a self-exclusion order or has requested account closure under responsible gambling provisions.

13.2 Termination by Player

You may close your account at any time by contacting customer support via live chat. Upon account closure, any remaining real-money balance will be processed for withdrawal to your registered payment method within a reasonable timeframe, subject to completed KYC verification. Bonus funds not subject to completed wagering requirements will be forfeited upon account closure.

13.3 Effect of Termination

Upon account closure or termination, your right to access and use the Platform ceases immediately. Provisions of these Terms that by their nature should survive termination — including intellectual property rights, limitation of liability, and dispute resolution — shall remain in full force and effect.

14. Governing Law & Disputes

These Terms and any dispute arising out of or in connection with them shall be governed by and construed in accordance with the laws applicable under Moncity9's international operating licence. Nothing in this clause shall be interpreted to override or limit mandatory consumer protection rights available under the laws of any applicable jurisdiction.

In the event of any dispute between you and Moncity9, we encourage you to contact customer support in the first instance to seek an informal resolution. Where an informal resolution cannot be reached, disputes shall be referred to binding arbitration under the procedures applicable to our licensing framework.

For Malaysian players: Moncity9 acknowledges that Malaysia's Computer Crimes Act 1997, Communications and Multimedia Act 1998, and related legislation may have bearing on online activities. Players are responsible for their own compliance with Malaysian law.

15. Amendments

Moncity9 reserves the right to modify, update, or replace these Terms at any time. Where material changes are made, we will endeavour to provide reasonable notice to registered players via platform notification or email to the registered address. The date of the most recent revision will always be displayed at the top of this page.

Your continued use of the Platform following the publication of any revised Terms constitutes your acceptance of those changes. If you do not accept the revised Terms, you must cease using the Platform and may close your account in accordance with Clause 13.2.
